Welcome

Since 1969, Foothills Area Program has provided mental health, developmental, and substance abuse services to children and adults in Alexander, Burke, Caldwell and McDowell counties of North Carolina.


Our mission has been to provide appropriate prevention, treatment, and support for individuals and families impacted by mental disorders, substance abuse or developmental disabilities, while working in collaboration with the community, empowering clients to experience personal satisfaction and to live with dignity in their own communities.


The past year has been the vanguard of change for MH/DD/SAS services in North Carolina. The General Assembly, through Session Law 2001-437, has directed sweeping change in the service delivery system. Foothills, during fiscal years 2004-2007, will transition from being an Area Program that provided and managed MH/DD/SAS services, to a Local Management Entity (LME) that will manage services provided through private or public agencies. Our roadmap for transition to an LME is our Local Business Plan, which you may access on this website.

 

Effective change, especially in the public sector, can never occur in a vacuum. To that end, Foothills has worked with local Client and Family Advocacy Committees and Council, our employees, local government authorities and private service providers to craft a plan to manage the transition process and we will continue to work with all stakeholders to implement our plan.

 

The change envisioned in our Local Business Plan holds the promise of opportunity for great strides forward. This opportunity will not go to waste if everyone with a stake in efficient and effective services works together. If all of us keep an unwavering focus on the needs of our clients, we will succeed in improving the lives of the citizens that we serve.

 

Privacy and Confidentiality Practice


It is the practice of Foothills Area Program that all information acquired in the course of treating or attending a client of the Area Program and its contract agencies shall be held confidential and shall not be released or disclosed except as allowed by law or with written permission of the client, the client’s legal guardian or legally responsible person.
